動可能に取り付けられるベースフレームとからな
り、上記ステーとベースフレームとの間に、該ベ
ースフレームの後傾回動時に弾性抵抗を与える弾
性部材を介在させると共に、上記ブツシユのステ
ーに対する締付力を調節する手段を設けたことを
