Abstract

PURPOSE: To improve picture quality by vector-quantizing the coefficients of selected sets to representative vector numbers and transmitting and coding them which have been vector-quantized.
CONSTITUTION: A coding vector quantizing device deciding circuit 127 selects a set including the coefficient of 10, which corresponds to a low frequency component, or selects the set of 2, which includudes all the coefficients in accordance with the character of a coefficient which an orthogonal transform circuit 406a has orthogonally transformed and the order of the set of 2, which has been previously decided. Vector quantizing devices 109 and 110 vector-quantize the coefficient of 10 corresponding to the low frequency component and the coefficient of 6 corresponding to a high frequency component to the representative vector numbers. Vector quantizing decoders 115 and 116 reproduce them to orthogonally transformed coefficients by the vector numbers from the vector quantizing devices 109 and 110. Since picture quality is not deteriorated in a part where the statistical character of a predictive error differs, and only the representative vector numbers are coded and transferred, a picture signal can efficiently be compressed and transferred.
