The degree of curling of the curled carbon fibers, in the form of chops of diameter of 13mu, shall be about 0.02-0.04g/cm<2> for bulk density under the pressure of 10g/cm2, and for the ratio of the curled carbon fibers and hydraulic substance, they shall be used in the weight ratio of 0.1-3.0 to 100. Durability and working workability can thus be improved without using water, thereby conductivity can be improved.
