周面に貫通させたラチエツト爪保持孔9が穿設さ
れ、該ラチエツト爪保持孔9と前記ニツプル11
によつてラチエツト爪10が保持されており、ニ
ツプル11のA,B方向への摺動によつてラチエ
ツト爪10は調節部材7の外周面から半径方向に
出没する如く構成されている。更に前記調節部材
