鍔部の間に設けられた、該軸芯から偏芯し且つ前
記鍔部の外周に最も近接した附近の外周部分に係
止段部を設けた偏芯軸部と；該偏芯軸部に回転自
在に嵌着された、前記大径管の内径より若干大き
な外径を有して、一方の切欠端部に該係止段部と
係合する係止突起を設けると共に、該切欠端部か
ら他方の切欠端部に亘りその幅が次第に広くなる
ように内周円弧面を形成し、且つ該内周円弧面の
中央附近に戻り止め機構を設けた、弾発性を備え
た開環状の係止リングとで形成されたことを特徴
