には半円環状爪車12が固定され、各保持部材
1,2の長手方向の一端部の周囲に沿つて旋回し
得るように取付けられた旋回部材13に、前記半
円環状爪車12の歯14に係合する爪片15と、
一端部に回動用係合部16を有する回動操作部材
17の他端部が取付けられ、前記爪片15にはこ
れを半円環状爪車12の歯に押付けるように働く
