方向に摺接させると共に、前記ブレード１０の先
端縁を前記偏心回転部７９側に付勢する付勢手段
１２を設ける一方、前記シリンダ室３０を形成す
るシリンダ３に、前記偏心回転部７９の回動動作
に伴い前記ブレード１０を退避させる退避部３１
