回転するものであるから、ここに操作部を設けるために
はステアリングホイールの回転に関係なく何らかの手段
によりステアリングパッドを常に静止させなくてはなら
ない。そこでステアリングパッドの固定手段として様々
な態様が考えられているが、既存のものはいずれも構成
が複雑で、組立作業に時間を要しコストアップ、動作不
良等を招く欠点をもっている。
