るとともに上記前蓋と連動して変位される弾性体
を備え、 上記前蓋が開成しているときは上記弾性体を供
給側リール及び巻取側リールから離間させ、 上記前蓋が閉成しているときは上記弾性体を供
給側リール及び巻取側リールに圧接してこれらリ
ールの回転をロツクするようにしたことを特長と
