PURPOSE:To produce a cooling effect when a surface temperature goes too high and to promote convection heat transfer, by a method wherein, in response to signals from a position detecting sensor and a surface temperature sensor mounted on the surface of a floor heating panel, a blower and a discharge direction of the air through a supply opening are controlled. CONSTITUTION:When the surface temperature of a floor heating panel 1 is high, a thermistor 11 detects a surface temperature, and the position of a user on the floor heating panel 1.
