至シートは、水溶性モノマーと、例えば15モル%以上
の共重合性水溶性モアマーを含む水に不溶性のモノマー
との非イオン性、非水溶性インターポリマーから構成さ

としては好ましくない不純物イオンを含有することなく
高分子イオン性薬剤を所望の濃度で保有し得るものであ
ること、又、それにより特に高分子物質のシャントイオ
