[Detailed Description of the Invention] The present invention relates to a magnetic recording and reproducing device (VTR), and is constructed so that a time generator that generates signals indicating date and time can be easily attached to the VTR when necessary.

Conventionally, during recording, the running speed of the magnetic tape is set to 1/N of the speed when images of all fields of a video signal are sequentially recorded, and by sequentially recording video signals of one field every N fields, long-term recording is possible.
