Abstract

PURPOSE:To enable a subscriber to control the application by himself/herself in a peak mode through decision of the communication cost, by securing such a constitution where a store and forward exchange node stores temporarily all sentences of a message supplied via a subscriber line to inform the charging information to the corresponding subscriber terminal and then transmits the message after a transmission request is received from said terminal. CONSTITUTION:A charging processor 4, confirms the length, the address, the type of priority, the number of evolved multiaddresses, the type of communication, etc of a received message. and stores the receiving time point as the charging data in a subscriber-type charging file 6. At the same time, the received message is stored in a message temporary memory device 5. Then the charging information is obtained from the message length, etc. and transmitted to the corresponding subscriber terminal. The subscriber gives an answer about propriety for execution of transmission based on the charging information given from the processor 4. The processor 4 receives an 'OK answer for transmission and reads the received message out of the device 5 to transfer it to a file control module. At the same time, the file 6 is replaced according to the charging information.

When the line control module 1 receives a message from the subscriber line, it passes the message to the file control module 2. The file control module 2 processes the passed message (for example, in the case of a broadcast message, performs broadcast expansion) and then stores it in the file memory 3 in correspondence with the destination. Messages stored in the file memory 3 are sent to the trunk line via the file control module 2 and line control module 1. Billing generally begins when a communication line is set up between a sending terminal and a receiving terminal.

” - Kitaguchi provides means for temporarily storing messages input from the subscriber line in a store-and-forwarding node, means for communicating billing information of the message to the corresponding subscriber terminal, and means for transmitting the billing information to the corresponding subscriber terminal. This is achieved by providing means for transmitting a temporarily stored message when a transmission request is received from a subscriber terminal.

Billing information for the message is notified to the subscriber terminal, and after receiving a transmission request from the terminal, the message transmission process is carried out. When notifying subscriber terminals of this billing information,
If the network has reached near the width point due to load concentration, for example, the charging rate 1- is set higher than usual and notified. As a result, subscribers are discouraged from using the screws 1-7-7 when they are wide, and load distribution can be achieved through self-restraint on the part of the subscribers.

Messages received from subscriber line 10-1 are input to billing processor 4. The billing processor 4 checks the message length, destination, priority type, number of circular deployments 1 communication type, etc. of the received message, stores the reception time as billing data in the subscription-specific billing file 6, and at the same time stores the received message as a message temporary. It is stored in the storage device 5. Further, the billing processor 4 refers to a billing table 40 prepared in advance in the processor, calculates billing information based on the message length, etc. collected from the received message, and transmits it to the corresponding subscriber terminal. The contents of the billing table 40 can be changed by the billing processor 4 accessing the billing information file 7 and setting desired information depending on the load state of the network. Note that the billing table 40 may be changed on Sundays or every predetermined time of the day.

On the other hand, the subscriber responds based on the billing information notified by the billing processor 4 as to whether or not the transmission can be carried out. When the billing processor 4 receives the response "OK" to perform the transmission, it reads out the received message stored in the storage device 5 and passes it to the file control module. At the same time, each subscription billing file 6 is updated with billing information. If a response is received from the subscriber stating that the transmission has not been carried out, or if there is no response of either "OK" or "NG" within a certain period of time.

According to the present invention, since the subscriber can know the billing information of the transmitted message in advance, the billing rate setting can be changed depending on the load condition of the network.
By determining the communication cost of the subscriber, it becomes possible to force the subscriber to refrain from using the service during peak hours, and load distribution is achieved.
