おいて、前記固定軸7の軸長中間部にセパレータ

半部の固定軸7上に前記第1アーム1と第2アー
ム4を重ね合せて保持し、該アーム1,4とセパ
レータ鍔部28との間の固定軸7前半部にバネ保
持体21を相対回転自在に套嵌保持するととも
に、該バネ保持体21の軸方向一端面にアーチ状
を呈したブレーキバネ19のアーチ中央部が保持
され、該ブレーキバネ19のアーチ両端が第1ア
ーム1と第2アーム4にそれぞれ係合されて各ア
