に係止爪をもうけた回動軸を、前記内筒に回動自
在で上下動不能に保持すると共に、回転軸に常時
、前記係合部に係止爪が係合する方向に回動力を
付勢し、回動軸を操作杆にて回動せしめる事によ
り係止爪と係合部を係脱自在とした事を特徴とす
