In order to be satisfied, the amount of these anionic surfactants must be increased, resulting in poor skin safety of the composition and cannot be expected to have water resistance when applied to the skin. Furthermore, even if metal oxide powder whose surface has been coated with hydrophobic silicone, calcium salts of higher fatty acids, aluminum salts, etc. is used, it becomes difficult to disperse and emulsify the hydrophobic powder. However, a composition that simultaneously satisfies the desired storage stability and skin safety was not obtained.
