CONSTITUTION:An exchange 2 accepts an instantaneous call request from a terminal 15 and informs it to a reservation center 1. A reservation controller 5 reserves a circuit through a circuit reservation state file 6 after confirming the idle state of the circuit between terminals 15 and 16 for a fixed period of time from the present time point.
