して回転自在に装着すると共に、前記枠４の一方の側板
３に第１操作レバー１８を上下動回動自在に設け、該第

ーキ部材９を上記降下ロープ巻装用ホイール７の他側に
露出している回転軸５に嵌合せしめ、更に前記枠４の他
方の側板３に第２操作レバー２４を上下回動自在に設け
、該第２操作レバー２４の操作端の降下で緊締するブレ
ーキベルト２８を上記ブレーキドラム８に装着して制動
機構と成し、そして更に上記回転軸５に嵌合せしめた輪
状のブレーキ部材９を、回転軸よりも柔軟な金属で輪状
に形成し、該輪状に形成したブレーキ部材９の一部にス
リット１１を形成し、ブレーキ操作時に回転軸５に対す
