A concentric cylinder is placed inside a cylindrical outer cylinder 1 which has an open top surface, a peripheral surface partitioned by a radial partition plate 2 to form a plurality of air outlet openings 3, and a part of the bottom plate 4 also has an air outlet opening 5. A cylindrical inner cylinder 6 with an open upper surface is rotatably supported by a motor 7, and an outer cylinder 1 is provided at each location on the circumferential surface of the inner cylinder 6 and on the bottom plate 8.
