PURPOSE:To secure safety running of a moving vehicle such as a moving agricultural machine employing a belt tension clutch system for a power transmitting means, by letting an operating lever of the clutch system be constituted of a clutch engaging/releasing lever and a semi-engaged clutch lever. CONSTITUTION:When the vehicle is started to run, a first operating lever 2 of an operating lever mechanism B provided at an operating handle 9 is rotated clockwise about a shaft 17 to push and stretch a transmitting belt 13 through an arm 18 and a wire 19 by a tension roller 15 and permit a clutch to be engaged.
