欠きを有する略円盤状板１のツバ部の表面に前記円形切
欠きの中心に刃先を向けてバイト３をその固定位置が変
位可能に取付け、かつ前記円形切欠きの内部に挿通され
るケーブルの表面を挾持するロール２をその固定位置が
変位可能に取付けられてなる切削機構１０の裏面に、円
形切欠きを有する円盤状ギヤ５２を前記円盤状板１と同
心的に取付け、かつ前記円盤状ギヤ５２の外側面に、ケ
ーブルの挿通てきる円形切欠きを有するホルダープレー
ト板５を密接し、円盤状板１とホルダープレート板５は
独立して回転でき゛るよう係合し、ホルダープレート板
５にモーター６を取付は固定するとともに、該モーター
６により駆動されるギヤ５１が前記円盤状ギヤ５２と噛
合うように設置し、モーター６の駆動により切削機構１
０をケーブノどの周囲に回転できるようにし、かつホル
ダープレート板５の背面に取付手段７１により取り付け
られた外部半導電層切削屑切断刃７を設けるとともに切
断刃７の先端にケーブル表面と接するガイド板７３を取
