通電でオフする第４の接点を有するラチェットリレーと
、スイッチ素子とを有し、上記第１のコイルを上記第１
の接点と上記スイッチ素子とを介して上記直流電源に接
続し、一方上記第２のコイルを上記第２の接点を介して
上記コンデンサへ放電回路として接続］−１上記第４の
接点のオンで停電を記憶し通電後上記スイッチ素子をオ
ンとすることにより停電記憶を消去するようにしたこと
