Claims

A common electrode and a plurality of individual electrodes are arranged while forming a discharge gap on the same plane of an insulator that forms a filled gas space, and a convex portion is formed from the insulator at a narrower gap than the discharge gap between the common electrode and the individual electrodes. 1.
