CONSTITUTION:A water-in-oil type emulsion of steroid-based drug (preferably corticosteroid such as budesonide, betamethasone valerate, etc.) containing polyoxyethylene polyoxypropylenecetyl ether as an emulsifying agent. The emulsion can stand long-term storage at high temperature.
