PURPOSE:To provide a seal device which can accomplish a reliable seal by locally clamping any part of a rubber packing so that the wall surface and the rubber packing are brought into contact with each other with uniform surface pressure at any part thereof. CONSTITUTION:A nut 9c of each clamping bolt 9 is substantially equally tightened to clamp a circular packing 2 with a main flange 6 and a subsidiary flange 7, and the circular rubber packing 2 is elastically deformed outward and inward in such a manner that the outer peripheral surface 2c and the inner peripheral surface 2b are sticked fast to the inner peripheral wall surface 5 of an outer pipe 8a and the outer peripheral wall surface 4 of an inner pipe 3b.
