に、緊急時に緊急信号を出力する緊急信号発生器をそな
え、主機の回転数を検出する回転数検出器と、主機の回
転数を設定する回転数設定器と、上記回転数検出器から
の検出信号と上記回転数設定器からの回転数設定信号と
を比較する第2比較器とをそなえ、同第2比較器から出
力される制御信号を上記切換スイッチの第2入力端を介
