PURPOSE:To detect only a pure intermittent disconnection caused by the imperfect contact of the connection part and, etc. of a cable line to be measured, by suppressing the output signal of an unbalanced voltage detector when the voltage between cores and the earth of a certain level or more is detected simultaneously in two cable lines to be measured. CONSTITUTION:A signal generator 7 is provided which transmits a signal across the earth and cable lines L1 and L2 to be measured; and when it is detected by an output signal control part 9 that the voltage between cores and the earth of a certain level or more exists in cable lines L1 and L2 simultaneously, the output signal of an unbalanced voltage detector 8 is suppressed. That is, when the simultaneous existence of the voltage between earth and cores of the cartain level or more in cable lines L1 and L2 is detected by comparing circuits 10-13 and AND circuits 16 and 17, an output suppressing signal is outputted from an output suppressing signal generating circuit 19 to suppress the output of the unbalanced voltage detector 8 by an output controlling circuit 20.
