PURPOSE:To control stably and surely the flow rate to a fluid apparatus even for a high load, by connecting a linking path, where a pressurized oil is fed out, and a supply path, where the pressurized oil is supplied to the fluid apparatus, by a nonreturn valve which allows movement of the pressurized oil. CONSTITUTION:A flow rate control valve 6 feeds the pressurized oil, which is discharged from the first pump 1, to a power steering device 9 through a supply path 13, an orifice 16, and a supply path 14. A valve hole 18 is provided in a casing 15 of the control valve 6, and a spool valve 17 which is supported to slide freely in this valve hole 18 and is moved by the longitudinal differential pressure of the orifice 16 is provided. The pressurized oil from the second pump 10 is fed to a linking path 20, and a nonreturn valve 23 is provided between the linking path 20 and the supply path 13. When the longitudinal differential pressure of the orifice 16 is small and the valve is in the nonoperation position, the linking path 20 and a reflux path 22 are not cut off. When the load becomes higher and the longitudinal differential pressure of the orifice 16 becomes large, the valve 17 is moved to connect the linking path 20 and the reflux path 22, and the excess pressurized oil is returned to a tank 4, and the opening of the nonreturn valve 23 is reduced to make the quantity of the pressurized oil constant.
