When the reader 1 is reading the left hand side of the line A where only a seal impression exists, the detector 5 does not deliver the count-up signal, and a switch 4 is changed over to a terminal at a multitone encoder 2 side, and then, the output of the reader 1 is given to the multitone encoder 2. When the reading position of the reader 1 reaches the line A, the count-up signal is delivered from the reader 1, and the switch 4 is changed over to the other terminal at a two-tone encoder 3 side, and then, the output of the reader 1 is given to the tow-tone encoder 3.
