CONSTITUTION:A tackiness agent layer 1 having the low tacky strength to inorganic glass balls (grain size: about 30-150mu) is formed to a sheet-type matter 2, and then transparent glass balls 3 and 3' are scattered on the layer 1 to obtain a recurrent reflective layer A (in which the transparent glass balls are burried into the layer 1 only at a part of them). Then a binder 4 (such as paste-type mortar cement) that shows higher tacky force to the glass balls than the above-mentioned tackiness and is not fixed to the tackiness agent is applied on the layer A. Thus the layer A is fixed tightly to the binder 4.
