Thus, the edited picture is formed in a video memory 10 by transferring the video information of partial area from an arbitrary area to another arbitrary area. The edited video information formed in the video memory 10 is sequentially read out and after being converted into a serial video signal, the signal is transferred to an output section of a post-device.
