CONSTITUTION:On the peripheric surface of a nonmagnetic-material sleeve 12 having a magnet 3 internally, a magnetic doctor 14 and a napping doctor 13 are provided. Magnetic toner is made into a toner chain by the doctor 14 and magnet at a magnetic doctor part, and this chain is cut to apply an adequate amount of toner onto the sleeve. In this case, nonmagnetic foreign matters such as powdery paper, never form a chain, so it is neither mixed nor applied onto the sleeve. The toner on the sleeve is napped by the napping doctor to excellent height and carried to a development part A. The toner which does not contribute to the development is carried to a developer carrier roller 11 at need and mixed with fresh toner.
