If a failure is detected at a spare transmission line side of the SV, the loop back is made between nodes E and F at the middle of the nodes C and D. If a failure is detected at the spare side of the SV, the loop back is made between nodes G and H at the middle of the nodes A and E. If a failure is detected at a spare side, the loop back is made at the middle nodes I, J of the A and G, and the failure is detected at the existing line side and it is clarified that the point of failure is located between the G and I.
