Abstract

PURPOSE: To enable an easy elevation of a sluice gate manually, by a method wherein, in a device which opens and shuts a sluice through the vertical movement of the sluice gate, a driving shaft and a driven shaft are coupled through the medium of a clutch and a brake.
CONSTITUTION: A one-way turning clutch device 30, secured to a driving shaft 3, is constituted such that it engages latchet claws 33 and 33' only when a latchet gear 35 depressed a sluice gate. A brake device 40 is designed to be capable of engaging and disengaging the driving shaft through the slide of a brake casing 4. In case the sluice gate is raised, a driving shaft 3 and a casing 4 are coupled with the brake device 40 actuated, and with a handle 2 turned, a driven shaft 101 turns in unison with the handle to raise a rack member 111. In this case, a plate member 31 and a brake casing 4 rotate in the same direction, and as a result, the clutch device 30 does not work to prevent the sluice gate from lowering.
