CONSTITUTION:A buckling elastic mechanism wherein a freely invertable movement to leftward or rightward, with the cardinal point placed at a buckling bent section 16d, is provided at the brush locking member 16 to be provided in the brush mounting and dismounting device 5. When the brush is installed, first, the brush 6 is inserted in a brush box 7 and the brush point is engaged using the engaging piece 16a of the brush locking member 16. Under this condition, the brush mounting and dismounting device is installed in the guide groove 8a located on the brush locking device, the engaging tongue 16b of the brush locking member is contacted to a tapered section 8d, the locking member is inverted and the brush 6 is disengaged. Also, when the brush is to be dismounted, the brush mounting and dismounting device is raised.
