PURPOSE:To prevent clogging of fine fibers and the like into valves and pipings by providing valve devices to the 1st conduit between the space part of a high- pressure vessel and an intermediate tank, the 2nd conduit between a liquid well part and the intermediate tank and the 3rd conduit between the liquid well part of the intermediate tank and an external releasing part, respectively and controlling these. CONSTITUTION:Respectively the 1st, 2nd, 3rd valve devices 12, 13, 14 are provided to the 1st conduit 7 between the space part 5 of a high-pressure vessel 4 and an intermediate tank 6, the 2nd conduit 9 between a liquid well part 8 and the tank 6, and the 3rd conduit 11 between the liquid well part 10 of the tank 6 and an external releasing part. Normally, all the valve devices are held closed, and when an operation command is emitted, the device 12 opens and after a fixed time since confirmation of the device 12 in an open position, the device 13 opens. After extraction of liquid, the devices 12, 13 are closed. Thence, after it is confirmed that the devices 12, 13 are held closed, the device 14 opens to blow, and are closed again after a prescribed time.
