An engaging part 10 is formed to said one end 3, and this engaging part 10 is engaged to an engaged part 9 in the main unit 1 of the instrument panel. Since the pad is mounted by the recess and the engaging part, the necessity for using an inserting and bolt or the like can be eliminated, and the pad can be mounted in a manner of one-touch operation.
