Abstract
PURPOSE:To form an exchange membrane for electrodes that can electrolyze water with low voltage easily in a method of forming the exchange membrane directly on the electrodes of porous materials segmented by the cation exchange membrane of a water electrolyzing cell. CONSTITUTION:At least one of an anode and a cathode is formed of a porous electrode of an expanded metal or the like. A thin layer of, for example, PVA or inorg. fibers, which plays the role of a substrate of a trnasient ion exchange material, and is removable from an electrode side by melting or decomposing is formed thereon. A layer of a thermoplastic polymer having ion exhcnage groups or groups that can be converted to these, for example, all polymers for fluorine- contg. ion exchange membranes having ion exchangeable functional groups of sulfonic type, carboxyl type, etc. is formed thereon. This is made into a liquid impermeable film by drying, heating, etc., after which the removable thin film is removed. If necessary, it is subjected to a treatment for conversion to ion exchange groups.
