PURPOSE:To firmly stick sealing rings to a sleeve with little insertion margin by welding the sealing rings after they are inserted by pressure and fixed into coupl ing holes of a sleeve valve member of a rotary valve. CONSTITUTION:A rotary valve 21 is constituted with a spool valve member 22 formed in one body with a steering shaft 20 and a sleeve valve member 24 connected to a pinion shaft 13 by means of a connecting pin 23. Coupling holes 29 with a diameter larger than that of a cylinder hole 25 are formed at both ends of the sleeve valve member 24, and sealing rings 30 are inserted by pressure and held with little insertion margin into the coupling holes 29 to seal both ends of a concave groove 27 respectively. The coupling section between the outer circumference of the sealing rings 30 and the coupling holes 29 is welded 31 by means of electron beam welding, and the sealing rings 30 are united in one body with the sleeve valve member 24.
