A monostable multivibrator 4 outputs a pulse having time width T2 determined by a capacitor 7 and a resistance 8 in a similar input state. When the prescribed repetition period of a pulse outputted from a control circuit 1 is T, the time width T1 is set a little bit shorter than T and the time width T2 is a little bit longer than T.
