For example, the alarm signal of a plant is inputted as a digital signal to an input signal processing part 2 of a computer 1, and the output signal is sent to a logical deciding part 3. Next, the generated alarm is classified functionally in the logical deciding part 3 to decide the group to which the alarm belongs. The decided result of the logical deciding part 3 is reported to the operator through an output signal processing part 4 with visual information on a CRT display equipment 5 and aural information on a voice reporting device 6.
