The doubling plate 5 is fixed to the foundation deck 2 at both edges, thereby allowing the doubling plate 5 to make a flexible deformation. The bottom of the skirt 3 is connected to the upper end of a ring-shaped girder 4 under the foundation deck 2. This girder 4 is connected to the structural member of the hull.
