The oscillator 14 has self-oscillation frequency and self-oscillates by the self-oscillation frequency when a trigger signal arrives from the external. If the frequency of the trigger signal is set up so as to approximately consist with the self oscillation frequency, signals with the same phase as that of the trigger signal are outputted successively, so that prescribed output signals can be fetched successively even if the trigger signal is absent to some extent.
