An induced signal corresponding to the eddy current is detected by detecting coils 11 and 13, and the temperature is operated on a basis of the sum of detection signals by an operating circuit 30, and the current velocity is operated on a basis of the difference between them by the circuit 30, and a signal related to the velocity is rectified synchronously by a signal, which has a phase shifted at 90 deg. from he exciting signal, to operate the percentage of voids by the circuit 30. The exciting frequency is switched to three frequencies fmin, fopt, and fmax to operate these operations, and operated results are compared successively with operation results stored in a memory 50 by a comparator 50 to output maximum operation results as measured values.
