PURPOSE:To facilitate an analysis of an accident by transmitting absolute time from a master station, and storing and sending the detection points in time of the 1st occurrence and ceasing of an abnormal phenomenon and the eplasped time from a subordinate station to the master station. CONSTITUTION:In an electric power system, etc., a master station and subordinate stations 2-5 are connected directly and subordinate stations 7 and 8, and 9 and 10 are connected to the subordinate stations; and abnormal phenomena of equipments detected by the subordinate stations are sent to the master station, which grasps them intensively to perform processing. The master station sends an absolute-time signal within a certain time, and the subordinate station receives and stores it in an absolute-time storage device 14 and also starts counting the clocking output of a timer 15 through elapsed-time measuring devices 16 and 17. The device 16 resets itself to 0 on counting up to the time value from the master station, and the device 17 resets itself to 0 and continues to count up every time when a scanner 21 scans the equipment to detect the occurrence of and recovery from the abnormal phenomenon. The contents of devices 14, 16, 17, and 21 are inputted to an abnormal-information editing device 18, and the occurrence time, continuation time, etc., of the abnormal phenomenon are edited in time series to be printed on a printer 24 while sent to the master station.
