A control part 7 transfers picture information from the memory 2 to a buffer 3 successively, and the picture information set in the buffer 3 is scanned to detect inflection points by a parameter arithmetic part 4. On the basis of those inflection points, arithmetic part 4 performs arithmetic to form a mask in an area ROM6. This mask is used to access the picture information.
