Abstract
PURPOSE:To make a suitable decision, by changing a threshold level for deciding the continuity or discontinuity of a border segment, to a parameter, and making the threshold level variable adequately by an input picture characteristic, in a border segment extraction system for recognizing a character. CONSTITUTION:A rise detecting circuit 1 reads out, in order, a binary picture which is stored in a picture memory, detects its rise from ''0'' to ''1'', counts its rise position by a counter 17, and sets its contents to a register 4. This rise position is the first change point to black from white. A breaking detecting circuit 2 detects a change point to white from black in the same way, and the continuity of a border segment of a scanning character is decided by a threshold level, judging from a distance between these change points. In this case, the continuity of a border segment is decided by providing a threshold level deciding circuit 13 for selecting a characteristic of input picture information, and comparing a distance obtained by scanning, with a variable threshold level from the threshold level deciding circuit 13.
