When the rotating speed of the motor 7 is larger than the set value of the setting unit 11 at this time, a comparator C produces an H level, and produces an L level except that case. In the former case, the thyristors 1, 5 are conducted once at the frequencies of 1/2, 1/4 of the power frequency, and the thyristor 4 is always conducted ON. In the latter case of low speed, the thyristor 1, 4, 5 are always conducted ON, thereby stopping the motor 7.
