When the boundary between the grip end crop part and the effective length part is rolled by the work rolls 12 and 14, the maximum point of the rolling pressure occurs causing the top crop length counter 38 to stop counting. When the boundary between the effective length part and the release end crop part is gripped by the work rolls 12 and 14, the maximum point of the rolling pressure occurs causing a bottom crop length counter 28 to count the pulse number corresponding to the release end crop length. The overall length counter 30 counts the pulse number corresponding to the overall length of the steel plate 10.
