PURPOSE:To improve the surface luminance of a lamp, by forming the lamp into inner-outer double-tube construction, irradiating not only ultraviolet rays generated between inner and outer tubes but the rays generated in the inner tube to the outer tube and generating a visible ray of light. CONSTITUTION:When high voltage is applied to the first electrode 14 and the second electrode 7, a thermion emitted from the first electrode 14 passes through a discharge space 12 in an inner tube 10 to flow out to the outside of the inner tube 10 from an opening part 11, causing an electric discharge action between the first electrode 14 and the second electrode 7. Said discharge action causes the excitation of a mercury atom sealed in an outer tube 1 to generate ultraviolet rays which excite a fluorescent material 2 applied to the inner circumference of the outer tube 1 to generate visible light. At this time, to generate the visible light by exciting the fluorescent material 2, ultraviolet rays generated in the inner tube 10 are also permeably irradiated through the inner tube 10 to the fluorescent material 2 in addition to the ultraviolet rays generated between the outer tube 1 and the inner tube 10.
